On Monday 4 August, at the Luna Blu facility in La Spezia, the presentation ceremony of DUALEE, the new company born from the merger between ELSEL S.r.l. and ELETTRONICA MELARA S.r.l., two historic companies in the La Spezia technology sector in the fields of mechanics, electronics and electromechanics applied to defense, took place.
The event, hosted in one of the symbolic spaces of the social commitment of the territory – created by the Carispezia Foundation as part of the “AUT AUT – Autonomy Autism” project – represented a significant moment for the employees of the two companies and for the entire local industrial fabric.
The CEOs, Eng. Francesco Cicillini and Eng. Giulio Epis (in the photo above), illustrated the new corporate configuration to those present, underlining the motivations and prospects that led to the birth of a reality capable of strengthening the technological and productive presence in the territory, with an international vision.

Francesco Cicillini, CEO of ELSEL S.r.l. who is celebrating the company’s 40th anniversary in these days. “We have chosen to combine our respective excellences in research and development, design, production and technical support to strengthen our position and face the challenges of an increasingly competitive global market with determination.”
“DUALEE was born from the experience of decades of shared work, the professionalism of our employees and the desire to build a solid and sustainable future” – added Ing. Giulio Epis, CEO of ELETTRONICA MELARA S.r.l. “We intend to preserve the founding values of the two original companies, but with an open eye to innovation and collaboration with strategic partners from the academic, research and training worlds.”
The birth of DUALEE is part of an economic and geopolitical context in which defense and security technologies play an increasingly strategic role. In this context, La Spezia – historically linked to Defense and shipbuilding – confirms itself as a nerve center for high-tech industry, capable of attracting skills, investments and institutional synergies.
DUALEE will operate from this autumn as one of the top ten companies by turnover in the province, with 250 employees and a rapidly expanding portfolio of activities. The new company will also aim to strengthen the link with the territory through training programs, internships and technical specialization courses in collaboration with universities and research centers, offering concrete employment opportunities for young people.
The investment therefore represents not only an industrial evolution, but also an engine of social and economic growth, capable of enhancing local skills and generating a positive spin-off in the medium to long term. DUALEE presents itself as a dynamic, solid reality ready to contribute, with innovative solutions and excellent skills, to the strengthening of the country system and the technological competitiveness of Italy in the world.
