The request for a parliamentary opinion was presented in relation to the acquisition of a multi-purpose floating platform for the Gruppo Operativo Incursori (GOI) to be assigned primarily to the conduct of advanced training activities in the sectors relating to hostage release operations in the maritime domain and to actions boarding and taking control of merchant units in high risk situations (Oppose d Boarding).
The platform will be positioned and anchored in the Seno del Varignano (SP) headquarters of the COMSUBIN.
The training area in question will also be useful for the planning and preparation of special operations as it is equipped with a “virtual simulation capacity” suitable for reproducing multiple operational scenarios, both naval and land. In particular, in the note attached to the ministerial decree scheme it is pointed out that the peculiar internal structure of the new platform, articulated on modular ballistic walls, will allow operators to exercise their intervention / break-in skills in an environment corresponding to that of the merchant units. or passengers, a situation that “to date cannot be replicated in any training facility in Italy and abroad”.
The realization of this new complex training “certainly represents a unicum in the European panorama” and will constitute a driving force for growth in the sector of research and development of innovative systems, stimulating the identification of new solutions in the field of construction of highly competitive plants, which they will place “the country system in a position of leadership also in the field of national civil shipbuilding”.
With reference to the technical characteristics of the program, the Defense Staff announces that the main structure of the hull will have the typical shapes of a catamaran, made of steel and divided into 8 watertight compartments. The maximum length and width will be 70 and 24 meters respectively, while the height will measure approximately 8 meters.
The internal shooting area will be about 1300 m2 and will be connected to a video surveillance and environmental control system, managed by a special control room that will have to supervise the training and integrate it with the necessary inputs remotely (control of pop-up or moving target shapes, light control, scenario projection, smoke, etc.).
It is also reported that the platform will be equipped with systems accompanied by adequate maintenance plans such as to guarantee a reduced commitment in terms of ordinary and extraordinary maintenance and logistical support.
The cost of the program, for the period 2021-2026, is estimated at € 13.5M.
