Draft ministerial decree approving the multi-year A / R program n. SMD 26/2021, relative to the acquisition of 197 multi-role medium tactical vehicles of second generation (VTMM 2) in seat version command (PC) and 150 VTMM 2 in the versions specialist for the units of the Italian Army, including ten-year logistical support.
The program is aimed at the acquisition of second-hand multi-role medium tactical vehicles generation with increased standards compared to inventory vehicles (first generation), in terms of safety, protection, handling, load capacity and connection capacity radio and satellite.
The overall program, of which this decree constitutes the first tranche, is made up from: research and development of second generation platforms in the version 6×61; acquisition of n. 197 VTMM 2 6×6 in PC version (Command post); acquisition of n. 150 VTMM 2 in the specialist versions (Ambulance and RCP – Route Clearance Package).
Ten-year logistical support, which includes, among other things:
1. training of vehicle operator and maintenance personnel;
2. acquisition of the workshop equipment necessary for the maintenance of the vehicles.
The Command Post versions are aimed at enhancing the Command and Control capacity (C2) of the Army units at the Terrestrial Tactical Command Posts of the Brigades, regiments / Task Forces and battalions, allowing Commanders and their staff to exercise the C2 function even in motion.
The program, expected to start in 2021, will end in 2034.
The overall forecast cost is estimated at € 2,179m. The first tranche subject of the scheme in question sees an insured financial coverage, for a total of 348M €, from investment chapters of the Ministry of Defense, as part of the resources brought by the established fund from art. 1 paragraph 14 of the Law of 27 December 2019, n. 160, State budget for the year financial year 2020 and multi-year budget for the three-year period 2020-2022. This tranche will allow:
• the development of platforms in 6×6 Command Post configuration;
• the acquisition of Command Post vehicles in the 6×6 versions in a quantity equal to about 45 vehicles, including ten-year logistic support.
This supply will allow the satisfaction of the need, in terms of organically planned equipment, of two medium brigades.
The completion of the program, for an estimated additional 1,831M €, aimed at the endowment of the remaining Army Brigades, will be achieved through subsequent measures that they will be able to be contracted subject to any refinancing of the intervention.
